The General Presidency of the Global Organization for Cooperation and Development (GOUV), acting within the full exercise of its institutional prerogatives and in accordance with the applicable normative framework, hereby extends its highest consideration to the authorities, institutions, and members of the economic and diplomatic community of the Republic of Cyprus. Following the official mission conducted in the Republic of Cyprus and after evaluating the opportunities identified for economic cooperation and engagement with private sector stakeholders, the General Presidency, on 11 June 2026, hereby grants its preliminary approval for the establishment of an Honorary Representation of GOUV in the Republic of Cyprus. The decision reflects the strategic importance attributed to the Republic of Cyprus and the General Presidency’s commitment to promoting international cooperation, fostering economic integration, and expanding channels of dialogue with local institutions and the private sector. The proposed Representation shall serve as an institutional instrument intended to facilitate cooperation initiatives and strengthen bilateral relations in areas of mutual interest.

In accordance with the decision-making process established within GOUV, the present approval constitutes the first stage of the institutional procedure. Consequently, the proposal shall be forwarded to the Council of Foreign Relations (CFR) for its analysis and final deliberation. Upon receipt of the official documentation and in the event of approval by more than fifty-one percent of the High Representatives, the proposal shall be returned to the General Presidency for its final endorsement and subsequent implementation. The General Presidency further informs that the designation of the Honorary Representative of GOUV in the Republic of Cyprus shall be made only upon the conclusion of the establishment process and following the completion of all applicable institutional procedures. The future appointee shall receive the powers and responsibilities inherent to the office in accordance with the regulations and directives issued by the competent bodies of GOUV.

This act shall be recorded in the official archives of the Global Organization for Cooperation and Development and shall produce its effects within the scope of the internal decision-making process of the Organization, without prejudice to subsequent acts and resolutions that may be adopted by the Council of Foreign Relations and the General Presidency. As there is nothing further to deliberate at this stage, the General Presidency certifies and subscribes to the present instrument so that it may produce its appropriate institutional and legal effects, in accordance with the principles of transparency, cooperation, and responsible governance which guide the activities of GOUV.
