The Pro Tempore General Presidency of the Global Organization for Cooperation and Development (GOUV), in the full exercise of its prerogatives and in accordance with the applicable regulatory framework, hereby extends its most respectful greetings to the public authorities of the Federative Republic of Brazil, the public authorities of the Country of Curaçao, an autonomous country within the Kingdom of the Netherlands, as well as to the institutions comprising the aforementioned Organization. In strict compliance with Article 11, paragraph 4, of Title III of Unified Decree No. 001/2020 (LEG-2020-A20-00426), the establishment of the GOUV Commission in Curaçao project is hereby expressly formalized, with a view to creating an Honorary Representation within the territory of the Country of Curaçao, an autonomous country within the Kingdom of the Netherlands. In view of the pressing need to strengthen diplomatic and economic relations between the parties, Mr. IRVING DOUGLAS GARMES is hereby appointed to the position of GOUV High Representative in Curaçao, born on ******* **, ****, holder of passport series ***, number *********, issued by the Government of *********** on ******* **, ****, and valid until ******* **, ****. The aforementioned appointee is vested with broad powers to represent GOUV in political and economic matters, as well as to perform the functions delegated to him on behalf of the Council on Foreign Relations (CFR), acting in defence of GOUV’s interests before the public authorities and economic entities of the Country of Curaçao. Accordingly, through this instrument, the aforementioned authorities and representatives of the economic community are requested to formally recognize Mr. Irving Douglas Garmes as the legitimate Official Representative of the President General of GOUV, Mr. Marcos Henrique Bãdãrãu Júnior. This instrument shall be entered into the official records of GOUV and shall also be transcribed in the form of a power of attorney before the competent notarial office in the Federative Republic of Brazil. This appointment is made for an indefinite term, with the General Presidency of GOUV retaining the exclusive prerogative to revoke or terminate it. There being no further matters for deliberation, I hereby certify and subscribe this instrument so that it may produce its due legal effects, under full authority of public faith.
