Through this letter, GOUV — the Global Organization for Cooperation and Development — expresses its strong condemnation of the decision to reincorporate the Republic of Cuba into the list of state sponsors of terrorism. Such a measure not only contradicts the fundamental principles of justice and impartiality but also undermines global efforts to foster dialogue and understanding among nations. GOUV firmly believes that the fight against terrorism must be conducted based on solid evidence and in strict observance of international law. Decisions of this nature, when made unilaterally or without clear justification, tend to weaken multilateral relations, eroding trust among States and hindering the construction of collective solutions to global challenges.

We reiterate that Cuba’s recent history demonstrates significant progress in matters of international cooperation, including health, education, and humanitarian assistance. Disregarding these efforts risks setbacks to initiatives that contribute to collective well-being and global peace. GOUV calls on the international community to reconsider this decision and to prioritize dialogue as an essential tool for understanding and conflict resolution. Our organization remains available to facilitate constructive discussions that promote fair and balanced solutions, respecting the sovereignty of nations and the principles of international cooperation.

We express our hope that efforts to build a more united and peaceful world will prevail over measures that divide and isolate. Together, we are stronger in addressing the global challenges that threaten humanity. There being nothing further to declare, it is signed.
